Townhomes on Brookridge Court and the southern half of Tiverton Lane are scheduled for pressure washing this Spring. Once a date is determined, follow up information will be communicated to affected residents.
Due to scheduling conflicts, there is a new date for the 2025 HOA Annual Meeting.
Mark your calendars for Wednesday, May 14th. The new date for the HOA Annual Meeting to be held at 7pm at Hoffman Hall in the West Hanover Township Parks and Recreation Center.
All homeowners are encouraged to be involved with the management of the community and are eligible to run in the annual election. The HOA Executive board has the authority to direct community business including maintenance and financial oversight,
rules enforcement and architectural design approval.
The board has the authority to hire and oversee professional contractors for work in the common areas of the community. Serving on the board gives you direct impact and influence on how HOA business is handled. While a management, financial or construction background is helpful, just the willingness and availability to serve is needed.
Please consider running for The Townes at Hershey Road HOA Executive Board. You may be nominated by another owner or by yourself. The Nomination Form packets were distributed door-to-door. Election Ballots will be distributed to homeowners around April 20th.
At the 2025 HOA Annual Homeowners Meeting on Wednesday, May 14th, 2025, votes will be tallied and members elected to the HOA Executive Board for the 2025-2026 for 1-Year Terms.
Some homeowners in the community have received letters or emails from Pennsylvania American Water requesting that the homeowner contact HydroTech Mechanical Services in Dillsburg to schedule an appointment to have their Water Meter replaced free of charge.
THIS IS NOT A SCAM.
The Pennsylvania Public Utilities Commission requires Pennsylvania American Water to replace water meters every 15-20 years free of charge to ensure accurate billing and reliable service.
Older meters can become less accurate and provide inaccurate water readings and older meters can be more prone to maintenance issues.
Your water meter is located in the basement near the water shutoff valve.
A homeowner must be home when the water meter is replaced. Replacement of the water meter will take about 30-60 minutes and requires the water to be shutoff to the home during replacement.
After water meter replacement, you may see a decrease or an increase in your water bill as the new water meter will supposedly be more accurate as to the measuring of your water usage.
Failure to allow Pennsylvania American Water to have their licensed contractor replace your water meter could result in your water being shutoff.
There is no need to worry If you haven't received a letter from Pennsylvania America Water about water meter replacement. You will get a letter when you home approaches 20 years old.

Due to the significant amount of money spent on maintenance and repairs the last few years and the increase in landscaping expenses slated for 2025, an increase in the monthly assessment fee is required to balance the 2025 HOA Budget and to help to replenish reserves.
The Townes at Hershey Road HOA Executive Board voted at their September 2024 meeting to increase the monthly HOA assessment fee by an additional $10 per month to $160 per month starting January 1, 2025.
This increase will be reflected on the monthly statement you will receive in December 2024.
For those who pay their monthly assessment fee on an annual basis, that works out to $1,920 for the entire year 2025.
If you pay your HOA monthly assessment fee using your bank’s online bill payer service, please remember to increase the monthly amount to $160 beginning with the payment due January 1.
If you are signed up to have your monthly assessment fee deducted automatically from your bank account by the HOA's bank, you do not need to do anything. The new monthly $160 HOA assessment fee will automatically begin to be deducted from your bank account starting in January 2025.
This is a reminder that as per the community covenants, No sign of any kind shall be displayed to the public view of any Unit except a family name sign or a temporary sign advertising that the property is for sale or rent.
Political signs and signs advertising home improvement services of any kind are not allowed to be displayed in the yards or the windows of any Unit. (Article VI, Section 2, Item J)
The HOA Executive Board voted to prohibit the installation of any solar panels on the roof or property of any home within the community.
As per the community bylaws and covenants, the HOA has control over the aesthetics of the exterior of all homes in the community. (exterior doors, exterior paint, exterior lighting, siding, decks, roofing, fencing, landscaping, etc.)
Additionally, nearly all units in the community share a roof structure with neighboring units. Installation of solar panels on the roof on one unit voids the roof warranty of the roof of all connected units under a shared roof structure. There is additional expense in insuring solar panels with homeowners insurance and solar panels bolted to a roof can be a source of roof leaks for you and your neighbors.
Until the enactment of federal or state legislation that prohibits a community association from outright denial of all solar panels, The Townes at Hershey Road Homeowners Association prohibits installation of solar panels on homeowner’s roofs or property.
The only HOA Approved Shingle to be used in the community for roof replacements is the Owens-Corning 50-year Architectural Style Shingle called "Duration" in the color "Driftwood"
This shingle is a near match for the current shingles that were installed on most roofs
To preserve uniformity in the appearance of the community, ALL changes to the exterior of your home and modifications to the flower and shrub beds of your home must be approved by the HOA Executive Board. Please download and complete an Architectural Change Request Form and submit it to a member of the HOA Executive Board. Please contact a HOA Executive Board member if you have any questions as to allowable modifications.
As was announced in the Fall/Winter 2020 Newsletter, if a homeowner is interested in painting their front door and door trim, the HOA will reimburse the homeowner $75 towards the cost of the paint. There are specific door and trim colors allowed and the homeowner must submit an architectural change request form prior to painting their front door and door trim to claim reimbursement.

West Hanover Township awarded Republic Services a 3-year contract for trash and recycling pickup services for the township that started July 1, 2023. Waste Management no longer provides trash/recycling pick-up services for the township as of June 30th.
Republic Services has completed delivery of their new "blue" Trash and Recycling Carts to our community. These are the carts that you should use for your trash and recycling. If you still have the "green" Waste Management Trash and Recycling carts, you will need to contact Waste Management to arrange for pickup.
Starting the week of July 9th, Republic Services trash and recycle pick-up day will switch to WEDNESDAYS for our community. Be sure to set out your "blue" Republic Services Trash and Recycling carts the night before (Tuesdays). As described in the community's covenants, please place trash and recycling containers at the curb no earlier than 6PM the night prior to scheduled pick-up day.
Be sure to retrieve your empty trash and recycling containers from curb by 6PM of pick-up day.
As also described in the community's covenants, all trash and recycling containers must be stored where they cannot be seen from any other portion of the community. This does not allow trash or recycling containers to be stored in the rear or the sides of homes. Trash and recycling containers must be stored out of sight in your garage or in your basement.
There are six holiday weeks where the trash pick-up day may be delayed by one day. Those holidays are New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day. If the holiday falls on a Thursday or a Friday, the normal Wednesday trash pick-up day will not be affected. For other holiday weeks, trash pickup days will be delayed until Thursday and trash and recycling carts should not be placed at the curb until after 6pm on Wednesday.

To maintain uniformity within the community, homeowners needing to replace their lamp post light, garage wall side lights or door side light must be selected from the following approved lights from Progress Lighting.
Classic Communities townhomes (with the exception of 219, 221 and 223 Tiverton Lane) have Progress Lighting Coventry series. The Coventry series lights are only available in textured black. The existing lights were painted beige by the contractor. Homeowners may choose to leave the replacement lights black or paint them beige to match existing lights.
Classic Communities townhomes at 219, 221 and 223 Tiverton Lane have the Progress Lighting Westport series in antique bronze.
Landmark townhomes have the Progress Lighting Roman Coach series in antique bronze. Specific model numbers are listed below.
Replacement lights and glass can be purchased from many online retailers including progresslightingexperts.com. Searching a few websites will get you the best price. Homeowners replacing their lights must submit an architectural change request form.

The HOA has contracted with Hoagy's Lawn Care for snow removal services when the snow accumulation is 3 inches or greater. Hoagy's will not begin the removal of snow from driveways and sidewalks until AFTER West Hanover Township has plowed the streets. It may take Hoagy's 24 hours to complete their snow removal tasks. Each homeowner is responsible for the snow removal on their property when the snow accumulation is less than 3 inches. Individual homeowners can privately contract with Hoagy's Lawn Care for snow removal on a per snow storm basis.
